INDUSTRY GROUP FINDS PROBLEMS WITH NHTSA HEAD RESTRAINT PLAN

In a submission to NHTSA, the Alliance of Automobile Manufacturers has told the agency that until it modifies its planned specifications for required rear-seat head restraints, the companies cannot meet the present effective date of the plan. The Alliance supports the GTR [global technical regulation] process but the technical requirements have not been finalized in time to support the current FMVSS 202a 9/1/08 effective date. GTR process must be empowered to resolve [the Alliance's] petition for reconsideration issues. The Alliance urgently needs NHTSA to execute our Call for Action to finalize the GTR and resolve the remaining items under petition. The issues involve disagreements by the industry with NHTSAs head restraint performance requirements and their resulting impact on design and alleged generation of customer comfort dissatisfaction.
